When sending html messages, the content descriptions of both alternative
parts are in the ui charset, but for the plain part the message charset is
mentioned in the mime-encoded string.

Example from the Spanish translation:
Content-Description: =?iso-8859-1?b?VmVyc2nDs24=?= en texto del mensaje
