[dev] Horde Lock

I take a look at Horde_Lock to order to replace Minerva internal lock
system with Horde one. As I see all locks are accessed by “principal”,
but is currently impossible to list all locks in a scope. For example
currently in Minerva an administrator can see all lock or better all
currently edited invoices. Such an overview is much easier as going to
check all possible principal locks, and very useful for administration
purposes.

Can I create a patch to store the used scope and methods to list all
locks by scope or user. It will just add an column in DB and add some
functions code and it should not break anything. I think that such
functionality should be in the first release.
