It is one of the stated intents of the Horde_Lock project to allow  
for administration of granted locks, including, eventually, an admin  
UI to view and clear all established locks.  So this part I agree  
with, there just is not yet an API call to enumerate all locks.

Lock "scope" is not something that was originally planned, but I  
don't know enough about what "scope" means to pass any kind of  
judgement on it architecturally.  If you'd like to submit your  
proposed code I'll be happy to look over it and discuss with you.  I  
definitely would like to see Horde_Lock be as useful as possible.
