Your request 6982 is still not committed since as it is right now, it  
still breaks counting tags once any tags are added or removed. Also,  
Jonah's tag code is much simpler than Ansel's since we don't have the  
same search/browse ability that we do in Ansel. (yet?)

I believe that for Horde 4, and Chuck could answer this better than I,  
we plan on having more centralized content like tags, with each  
application having the ability to "publish" their tags to central tag  
storage while also allowing individual applications to implement their  
own tag storage so we can still have the ability to browse the tags  
like we do in Ansel without making the central code overly complicated.

IMO, I think adding centralized tags into Horde 3 in a way that would  
support what each application wants to do with them would be too much  
effort seeing how Horde 4 work is starting to take off...
