I've converted some of the code in CVS HEAD - namely the remaining  
framework code, turba, and the base horde code.  But the remainder of  
the code in Horde hasn't been converted (I don't run a global  
search/replace for fear of incorrect overwriting of something).  So if  
things don't work on git/cvs update, this is probably the reason why.

The changes needed:
* String:: -> Horde_String::
* Util:: -> Horde_Util::
* Variables:: -> Horde_Variables::
* Removal of requires for these classes ('Horde/String.php',  
'Horde/Util.php', and 'Horde/Variables.php')
