[dev] Horde_Exception in a separate package?

Hi!

Currently these package use the Horde_Exception class:

Auth
Cache
Cipher
Core
Crypt
History
Imap_Client
Kolab_Format
Kolab_Server
Mime
Nls
Notification
Release
SessionHandler
SpellChecker
Template
Text_Filter

The Horde_Exception class is provided by Horde_Framework or the newer  
Horde_Core. The packages declaring that dependency are:

Auth
Core
Kolab_Server
Memcache
Mime
Release
Rpc
SessionObjects

Taking into account that Horde_Framework itself has some significant  
dependencies I would suggest to place Horde_Exception into its own  
package. Would that be okay?
