[dev] How to disable PHP-,SQL-,CMD-Shell

Hi guys

Is there a way to disable the PHP-,SQL- and CMD-shell? I don't want  
the Horde administrator to query commands to these shells. Is there  
any option?

I looked at the files phpshell.php, sqlshell.php and cmdshell.php and  
I think when I comment out the "execute" part of these files it should  
work. But I don't know if I do so something else doesn't work either.  
Can you give me some hints?
