I personally don't think many admins would be giving ssh access to
their users. So I don't care much about the users vs. admin only
distinction.
I have been in multiple situations when I need emergency shell access
and don't have access to to a SSH shell program. It's not a
program/feature I use often, but it is a nice to have for those cases
and prevents me from having to manually install a solution on my
webserver.
