There's probably nothing already there to do exactly what you are  
trying to do.  but it should be similar to how we copy the config.js  
file (located in horde-support/maintainer-tools/ckeditor) to the  
framework directory after the tarball has been processed.  Probably  
need to add some code to expand on this behavior.
