Is there a reason why this can't be done when preparing a release  
(like we have done for years)?

Why do we care about changelog entries from Horde version 1 in the  
current release?  It's just unnecessary bloat.  Makes it difficult to  
search/grep the file also, since you will get all sorts of false  
positives for things that became irrelevant years ago.
