Because it seems that every week I have to say "your libxml is too  
old" and then the reply is "But that's the version my package manager  
ships with!"

Not to mention that Debian ships with suhosin.  AARRRGH.

If you look at the changes, it's not discouraging installation in this  
matter.  But it is definitely not deserving of extra highlighting/a  
separate note.  Skimming through the INSTALL documentation, that just  
looked blatantly out of place.
