I have not yet sorted out why horde misbehaves on the php53 SLES11SP2
packages. It only reads the first non-false form value into $vars.
Though your problem sounds different, like PHP is configured wrong.

Can you place a file with the following content into the doc root

phpinfo();
- ---------------------------------------
And tell if it is displayed or offered for download?
