[dev] JFYI develop has first requirements on php 5.3

Just for the occassional reader

We recently dicussed that it would not be a problem for horde 5 to
depend on PHP 5.3  - I just recognized we now have a first dependency
on this.

The Horde installer script "framework/bin/install_dev" from develop
now uses the __DIR__ constant which is php 5.3+ only.
