[dev] UI: Administration in Menu bar

Hi folks,

when clicking the gear wheel, each top option provides a link.
Preferences leads to top preferences.

I'd suggest clicking on administration leads to admin->config because
it is the top-most option of administration's menu.

I'm sure I don't really need this but it makes the UI more consistent
in my eyes.
