[dev] lone zero blocks in released tarballs

Hi Horde Team,

#10981 is back again:
$ LANG=C tar -xvzf ansel-2.0.2.tgz
package.xml
tar: A lone zero block at 175

This affects at least ansel 2.0.2 and sesha 1.0.0~rc1. This is due to
a bug on Archive_Tar, that has been fixed (in 1.3.9, see
https://pear.php.net/bugs/bug.php?id=19289) but some of you probably
have the bogus version.

Can someone upload a new version of those two packages without this problem?


PS: I know that this can be workarounded with -i flag while
decompressing, but some tools are calling tar direclty and I don't
want to patch all those tools.
