[doc] filters not applied at login as specified?

I have a couple rules specified to trash spam, and have specified them 
to be applied at login. they are not.... until I hit the "apply" icon 
manually.

did I miss something in the configuration, or is this a bug?

additionally, as a new user, it sure would be nice if the icons put up 
the "alt" text onmouseover so that new people learn what they are...

along those lines, I didnt see anything anywhere to indicate what 
version of Horde is loaded, or if it is the most recent....
