Then you are not logging on as an Administrator of horde. You can set
horde administrators up in the horde\config\conf.php file:

// Which users should be treated as administrators (root, super-user)
// by Horde? Example: $conf['auth']['admins'] = array('admin',
'john');
$conf['auth']['admins'] = array();
