[gollem] Apache/PHP Unix Permissions

I hate to reply to my own post, but going to lunch and sitting on the problem
for a while after messing with it all morning did it for me.  Basically I just
restarted Apache and it picked up all the Unix permissions I gave it in 
regards
to group membership.
