Well, since you have no records in imp_addr/imp_pref, you don't have to
worry about losing contacts (address book) and preferences, since you have
none.

The active_sessions table has the PHPLIB session ("login") data.  That's
transient (i.e., disposable) data *if* you don't have anyone logged in.
If you can pick a time like 3AM when nobody is using the system, great.
Otherwise, if that data goes away, all users will have to log in again.
