Did you send a kill -1 InetdProcessID ?  

If this doesn't work:

What parameters do you have that make you think that hosts.deny is the problem?

While you are at it, why don't you send the lines that you added or changed to
/etc/services and to /etc/inetd.conf and any others that might conflict with
port 106 such as firewall rules, ipfilter, etc.
