Sure?  ls -l /var/www/html/horde/test.php3 and make sure it's readable to
everyone, plus all the directories above it (ls -ld /var/www/html/horde
etc. etc.)  A look at /var/log/httpd/error_log might also reveal the
cause.

No, horde/test.php3 will run without it.
