[horde] Failed opening ..lang.php for inclusion

Have you verified that lang.php does exist in the config directory and not
lang.php.dist if not copy lang.php.dist to lang.php In index.php they do not
check to see if the lang.php is there only the html.php horde.php and
registry.php to me i think they need to add the lang.php to that too since
it is required
