[horde] page_open() error in mailbox.php3

This is a phplib function. If I remember correctly, it means that the
script cannot find the page.inc or page.php (I forge which) file. This
can be a problem if page.inc is not in your php search path.
Alternatively, there may be prepend.php file that is sometimes used to
point to the page.inc file.
