Priorities

Currently, the priorities are linked to the type of ticket. An example 'type' 
of a ticket is a Bug. I think that the priorities should be linked to the 
module instead. Currently, for each ticket type you create, you have to create 
an associated set of priorities. I think that the priorities should be linked 
to the modules instead of the ticket types, such that for each module, you 
must specify a set of priorities. Sound ok?
