[horde] HORDE PHPLIB TEST FAILS

Thanks Brent,

I settled down to use MySQL and got Horde up and running. The PHPLIB Test was
passed and
the counter was working well. I am now working on reactivating my Courier IMAP
so as to deploy IMP.
