At a suggestion from the list I searched the archives for that error message
and found a thread that deal with it. It basically said to set up a sql
backend for authentication by copying the prefs back end, changing the prefs
to auth and changing the table to horde_users.

Could someone point me in the right direction concerning the error listed
below? This is an initial install and this happens no matter what values are
placed on the logon page. Currently no users have been set up in the mysql
database.
