[horde] php binary not being built on solaris, can not get pear modules.

You'll need to reconfigure / rebuild PHP, not specifying a webserver (so... no
--with-apache, --with-apxs, etc).  Basically, you need it to build the CGI
version of PHP (which you can actually use from the command line, like perl.)
