[horde] Missing files PHP 4.2.3

I was told that there is a known issue with using the latest version of
PHP and it giving me an error about missing the main configuration
files. Could someone please give me some more information on this? Is
there a work around? Or a fix? I'm using Apache 2.0.40 and PHP 4.2.3 You

Is this the known bug? I can't find any information on it in the
archives.
