[horde] horde-2.1 problem.

here's another guess (I may be totaly wrong...): for me it seems to be a
problem with PHP as well. With Horde 2.1, you will need PHP4 and PEAR - phplib
is not needed. I do not know the exact test routines test.php uses, but this
might be a hint.
