[horde] Access to the admin pages

How can I get access to the admin pages for the Horde CVS version?

The address www.domain.com/horde/admin/index.php gives me an error

The log file give the following entry

Sep 26 14:27:09 HORDE_test [emergency] [horde] Forbidden. [on line 16 of 
"/vafishfreek/horde/admin/index.php"]

The error I get on the webpage is:

A fatal error has occurred:

[line 16 of /vafishfreek/horde/admin/index.php]

Do I have to declare my account an admin account or something?
