[horde] Access to the admin pages

Thanks for that answer I had totally missed that line when setting it up.

Now that I can get to the admin pages when I click on the "Configuration" 
link the drop down list I get is empty.  Is there another array that I have 
to populate?

Again I am using a CVS that I got last evening.
