I was getting exactly the same message with a really new (and thus recent, I
guessed) PHP4/PEAR installation. What helped was the following:

- get the PEAR package from horde (ftp://horde.org/pub/horde/tarballs/) and
inflate it to your PEAR subdir, replacing all files there
- to be safe, I'd suggest to restart the webserver

That's it. I have not figured out why this works (i.e. where the difference
between php's PEAR and horde's PEAR was), but it works.
