[horde] latest CVS

I just updated to the latest CVS and the Horde login screen(summary as well) is 
blank.  The source of that screen is

To try to verify the problem, I then installed a 'clean' version of CVS from 
scratch.  I get the same result as above with the clean version.
any ideas?
