There is no one size fits all solution.  But several reasonable solutions
are listed in the FAQ.

It is newer.  They should both work.

You are wrong.  Both should work.

It has more to do with the php installation than anything else.  And php
installations do change between distro's and php versions, but most often
it is an installation decision.
