[horde] followup on problem reports

Ah, okay, it finally sinks in.  We're supposed to add this to the
{application}/config/conf.php file as a module to display in the
application menu bar now...

This should be documented.  At least in the horde/config/conf.php file
where you set the problem report email address, maybe elsewhere?  I guess
it is "sort of" mentioned in horde/config/conf.php already, but not well
enough for me to have caught on...
