[horde] bind_textdomain_codeset() Error

I id/l the lastest CVS of horde. But I Could not see the login Page.

It showed the following error.

PHP Fatal error:  Call to undefined function:  bind_textdomain_codeset() in
/usr/local/horde/lib/NLS.php on line 109

Horde is running in a Redhat 7.3 Machine with php 4.1.2.

Should I upgarde the server to Redhat 8.0? And Someone said the server need
php-gettext in order to let it work.

However I didn't found php-gettext-4.1.2.i386.rpm in the Internet. Anyone
know where can I d/l?
