[horde] bind_textdomain_codeset() Error

Technically CVS HEAD needs php 4.2, and hence your problem.  A change was
made today (or yesterday) that is causing this, so if you really want to
run HEAD either upgrade php, or revert the change that "causes" this error.

Upgrade to 8.0 should give you a valid php version.  Up to you if you want
to go that way.  And yes, you need php-gettext support.

I think it is part of the default redhat build for php.  But make sure you
also have the system gettext support installed, as well as any locale support
you want to use.
