the answer should be quite clear: your PHP version is not recent enough.
Read this for more information:

In case you are managing the server yourself, you're in luck: get a newer
php, e.g. from www.php.net

In case you're hosted by an external space provider, you might search for an
account/provider with newer php. In case this is not possible, you certainly
need to use an older - thus no longer maintenanced - horde version... sorry
for that.
