  Yes, it is possible. You need only to have table creation rights to your 
database for horde's preferences, then it's merely some simple configuration of 
horde/config.php to get it up and running. 

  I currently have horde running in a setup similar to this (remote hosted 
site, 1 DB, I have to make requests about naming conventions, etc.), and it 
works fantastically. If you would like some help setting it up, give me a shout
