[horde] Blank test.php

I am getting the same as Frank.  Blank horde/test.php, but get some info
from horde/imp/test.php.

I checked the permissions on horde/test.php and they are fine.

The actual HTML of the horde/test.php is:

<!DOCTYPE HTML PUBLIC "-//W3C//DTD HTML 4.0 Transitional//EN">
<HTML><HEAD>
<META http-equiv=Content-Type content="text/html; charset=utf-8"></HEAD>
<BODY></BODY></HTML>

It's a redhat 8 box running apache 2.0.40/php 4.2.2
