[horde] Why /scripts/cipherTest.php ?

It tests the cipher library in horde. This is used if you don't have mcrpyt 
installed. I'll have a look at the error message tonight if i get time. What is 
the system you're running it on? 

When I wrote the library I only tested it on my windows system.
