[horde] horde latest and pear

hallo,
i have a problem with the latest horde version and pear.
when i visit the test.php page it tells me

PEAR
PEAR - No 
Check your PHP include_path setting to make sure it has the PEAR library directory. 
Recent PEAR - No 
Mail::RFC822 - No 
Log - No 
DB - No 
Unknown error: open_basedir restriction in effect. File is in wrong directory 

so when i use the phpinfo function in test.php
it tells

include_path  .:/usr/share/pear .:/usr/share/pear

so when do ls -l /usr/share/pear i see this
