This is a real issue, and getting worse.  I've "semi-solved" this for my site
by creating two "container" modules.  I use the accounts module to enclose
other sork apps (passwd, forwards, vacation), and I use another custom module
called "News & Info" to enclose Klutz, Troll, and Jonah.  By doing this, I 
can cut the icons down from 17 to 13, and keep them on the screen for most
screens/resolutions/etc.

However, as Horde grows and matures, we'll be looking at adding more icons,
and we'll either need to create more groups for such pseudo-modules, or
come up with another strategy for the main horde menu bar (simplist would
be two rows instead of one, but there are others....)
