[horde] Settings (horde, currently released version)

If a settings section (i.e. a header) does not contain any
enabled settings (that the user can change), it'd be nice
if that section/header wasn't displayed at all.

Right now, I have disabled all settings under for example
"Personal information", yet it is there and clickable.
When the user klicks on it, no options are displayed.

My nine point two euro, of course.
