[horde] enable UTF-8 then cause these problems

Hi Jan:
Folders that created (before UTF-8 enable) with Chinese format ,did not display 
in Chinese format since UTF-8 was enabled.I thnk my PHP should the new enough
(PHP 4.3.0).So, what should i do ?
