[horde] enable UTF-8 then cause these problems

Ah, I thought you just meant it was okay two switch between any two ascii
sets.  You mean between ascii and something else.

Well, it doesn't apply in this case, but it could easily have been a story
about zh_CN and zh_TW (he reads both of those)...
