I had this problem with
        horde 2.1-3
        imp 3.1-2

with the Portuguese language.
(Redhat 7.3, all packages updated)

All attempts at fixing the problem were not succsessful, and my
questions to the list were not answered.

The way I got around this, was to choose a language I did not intend to
use (pt_BR) and substitute the files with the pt_PT ones.
Then update the config/lang.php...

$nls['defaults']['language'] = 'pt_BR';

//$nls['languages']['pt_PT'] = 'Português';
$nls['languages']['pt_BR'] = 'Português';
//$nls['languages']['pt_BR'] = 'Português Brasileiro';

Not a nice hack, but at least I have a consistant behaviour :)
All indicates that this is not a horde problem...
