[horde] Admin Problems

Well, I now have logins into Horde. Yippee!

Problem is that I have a user defined as admin in horde.org with a line like 
this:

$conf['auth']['admins'] = array('username');

I can login no problem, but I do not see any administrative options when I 
login with this user.  Any reason why this would be happening?

I am using horde 2.2
