[horde] form problem in many projects(head)

Recently,Input Chinese String in most forms in Horde projects, seems saved with 
incorrect data than what i keyin originally,if form were saved to SQL backend.

I use sql backend as horde storage,here are my setting:
horde/config/conf.php
   $conf['sql']['charset'] = 'Big-5';
