[horde] Help personalizing Horde!!!

If by start page, you mean login page, this is what the horde/config/motd.php
and horde/imp/config/motd.php is for.  Also see the various sections under
http://www.horde.org/faq/admin/config/index.php#c2 which covers other aspects
like adding a graphic to each page, changing phrases on all pages, etc.
